Uhhhhh, after reading the responses to this question, I would be a bit concerned about how one achieves this "stimulation". As for me, running in general (although circulating blood through all parts of my body rapidly) does not generate this response. On the contrary, the muscles in my legs and arms are greedy and tend to absorb a great percentage of the blood flow, thus leaving less volume for "other" areas.

I guess the difference is in part because when I wear tights, I usually wear either sport boxers or an athletic supporter under them. Tights provide warmth and better muscular stability, but as another writer said, they can interfere with the way perpiration is displaced. On another note, the only thing I feel when I'm running with tights is the fact that the appearance either looks feminine (if you have red tights) or like a comic book character.
